IMDG Dangerous Goods Classification for Chemical Exports: A Shipper's Guide (2026)

For chemical exporters, few regulatory frameworks carry as much day-to-day weight as the IMDG Code. A single misclassification—assigning the wrong UN number, omitting a packing group, or using non-certified packaging—can halt a shipment at the port and trigger fines. This guide explains how the Code classifies dangerous goods, which of our products fall under its scope, and what documentation keeps cargo moving.

1. What Is the IMDG Code?

The International Maritime Dangerous Goods (IMDG) Code is the standard reference for the safe transport of hazardous materials by sea. Published and maintained by the International Maritime Organization (IMO), it is updated on a two-year cycle—Amendment 42-26 is currently voluntary and becomes mandatory in January 2027.

The Code translates the UN Recommendations on the Transport of Dangerous Goods (the "Orange Book") into maritime-specific requirements covering classification, packaging, marking, labeling, documentation, and stowage. Under SOLAS Chapter VII and MARPOL Annex III, compliance is mandatory for all vessels flying the flag of a contracting government—which means virtually every commercial port in the world enforces it.

For chemical exporters shipping from China, the IMDG Code governs everything from how sodium cyanide is packaged to how ammonium nitrate is segregated inside a container. Non-compliance is not a paperwork inconvenience—it is a legal and safety violation.

2. The 9 Hazard Classes: Which Chemicals Fit Where

The IMDG Code organizes dangerous goods into nine hazard classes. Several of our export products fall directly under these classes:

By contrast, urea (CAS 57-13-6), hydroxyethyl cellulose (CAS 9004-62-0), and germanium oxide (CAS 1310-53-8) are not regulated as dangerous goods for sea transport. They ship as general cargo, which simplifies logistics and reduces freight costs.

3. Classification Process: UN Numbers, PSN, and Packing Groups

Correct classification is the foundation of every compliant DG shipment. The process follows three sequential steps:

3.1 Identify the UN Number

Each dangerous substance has a four-digit UN number assigned by the UN Subcommittee of Experts on the Transport of Dangerous Goods. For example, sodium cyanide is UN 1689; sodium nitrate is UN 1498. The UN number determines everything downstream: packing instructions, segregation rules, and stowage category.

3.2 Assign the Proper Shipping Name (PSN)

The PSN is the official technical name listed in the IMDG Code Dangerous Goods List (DGL). Using a trade name or generic description in its place is a common cause of shipment rejection. For sodium cyanide, the PSN is simply "Sodium cyanide"—not "NaCN briquettes" or a brand name. The PSN must appear verbatim on the Dangerous Goods Declaration and on the package marking.

3.3 Determine the Packing Group (PG)

Packing groups rank the degree of danger and dictate the type of UN-certified packaging required:

  • PG I — great danger (most stringent packaging)
  • PG II — medium danger
  • PG III — minor danger

Sodium cyanide (UN 1689) is PG I, reflecting its acute oral toxicity (LD₅₀ approximately 15 mg/kg in rats). Sodium nitrate (UN 1498) is PG III. Ammonium nitrate fertilizer grade (UN 1942) is PG III, while certain technical grades may carry different classifications. Always confirm with the manufacturer's Safety Data Sheet before booking.

4. Packaging Requirements for Dangerous Goods

The IMDG Code mandates that all dangerous goods be packed in UN-certified packaging. This means packaging that has passed rigorous performance testing—drop tests, stacking tests, pressure tests, and leakproofness tests—at a level matching the packing group.

  • UN specification marking: Every drum, jerrican, or IBC must bear a UN marking (e.g., 1H1/Y1.5/100/26/CN...) encoding the packaging type, packing group, test pressure, manufacture year, and country code.
  • Inner packaging for solids: Sodium cyanide is typically packed in hermetically sealed steel or HDPE drums with inner polyethylene liners, in 25 kg or 50 kg units. Each drum is then shrink-wrapped onto ISPM-15 treated wooden pallets.
  • Moisture control for nitrocellulose: Nitrocellulose (UN 2557) must ship wetted with at least 25% water or alcohol by mass. Drying below this threshold risks spontaneous ignition and is a serious Code violation.
  • Ammonium nitrate segregation: UN 1942 requires segregation from combustible materials, reducing agents, and Class 8 acids. Stowage must be "away from" or "separated from" these materials per the IMDG segregation table.

5. Documentation: DGD, SDS, and Carrier Requirements

A compliant DG shipment requires a specific document set. The centerpiece is the Dangerous Goods Declaration (DGD)—a standardized IMO form that declares the UN number, proper shipping name, class and division, packing group, number and type of packages, total quantity, flash point (for flammables), and emergency contact information.

Alongside the DGD, exporters must provide:

  • Safety Data Sheet (SDS) in GHS format—most carriers require English for international routes, with destination-language copies for certain ports.
  • Container/Vehicle Packing Certificate confirming that the cargo was packed, secured, and segregated in accordance with the Code.
  • Transportation emergency response plan with 24-hour contact numbers (typically contracted through CHEMTREC or a local equivalent).

Missing or incomplete DGDs are the single most common cause of port holds. A single incorrect flash point or a missing subsidiary risk label can delay a container by 5–10 days. 6. Common Mistakes and How to Avoid Them

6.1 Misclassifying Ammonium Nitrate Grade

Fertilizer-grade ammonium nitrate (UN 1942) is Class 5.1, but detonating or blasting-grade material may fall under Class 1 (explosives) and is subject to entirely different regulations and carrier restrictions. 6.2 Under-Declaring Subsidiary Risks

Some substances carry both a primary and subsidiary hazard. Sodium nitrate (UN 1498) is primarily Class 5.1 (oxidizer), but in contact with combustibles it can behave as a strong fire accelerant—some carriers require additional segregation beyond the Code minimum. Omitting subsidiary risks on the DGD is a frequent rejection cause.

6.3 Reusing UN-Certified Packaging

UN certification applies to the original packaging as tested. Reusing drums or IBCs that have been opened, dented, or chemically exposed voids the certification. Always use new, certified packaging for DG shipments—the cost of new drums is negligible compared to the cost of a rejected container.

6.4 Ignoring Stowage and Segregation
